Santos Chief Executive Kevin Gallagher said CCS is an important way to decarbonise oil and gas and lays the groundwork for a transition to clean fuels once they become affordable.
“The world needs to decarbonise, and we need to do it faster than ever before,” he said.
On Tuesday, Santos said two pieces of equipment critical to its Moomba CCS project in northern South Australia arrived in the state last week, putting the $165 million joint venture on track to start operations early next year.
The Moomba project will be Australia's second operational CCS project after Gorgon and aims to inject 1.7 million tonnes of carbon dioxide per year into the site's depleted gas fields.
Brett Woods, president of Santos' Energy Solutions business, said the project would support Santos in reducing its own emissions, but would critically allow other hard-to-reduce industries to also explore ways to use Moomba CCS to reduce emissions.
CCA Executive Director Brad Archer saidAustralian Financial ReviewIt is "taking carbon sequestration seriously."
"Scientifically, we know storage works, but we haven't realized its true potential in Australia yet," he said.
Mr. Archer echoed the statements by the IEA and IPCC, highlighting that carbon storage is key to achieving net zero and eventually net negative emissions, thus meeting the goals of the Paris Agreement.
"We need storage to prevent greenhouse gases from entering the atmosphere and to remove the carbon that is already there," he said.
Some say the industry is paying the price for an early false start in Australia, the failure of several expensive government-funded projects like ZeroGen and the poor follow-up to Chevron's CCS project at its Gorgon LNG site in Western Australia. Skeptics have criticized the technology as an expensive flop, saying it will only prolong the use of climate-damaging fossil fuels and do nothing good for the environment.
But Beach Energy chief executive Morne Engelbrecht said the transition to net-zero emissions was "doomed to fail" without CCS as Australia is expected to rely heavily on gas generation during peak demand periods.
"Hydrogen will be part of the mix, but we don't need to pick a winner," Engelbrecht said.
“It's not just about technology that provides cleaner, cheaper and more reliable electricity. It's not just green or blue hydrogen, solar, onshore or offshore wind, carbon capture gases, grid batteries or even biofuels - it would be all of the above.
"All of these technologies need to work together. Otherwise, Australians will suffer from even greater unreliability, higher electricity prices and a longer period of reliance on coal."
While some state governments have directly supported the project, the Australian government's approach stands in stark contrast to that of the Biden administration, whichThe Inflation Reduction Act grants a credit of $85 for each ton of CO2 captured and permanently storedand $180 per ton in direct air capture projects.

'Not a priority'
While fossil fuel producers need more money, the government's strategy has found support elsewhere.
Paul Gleeson, Australian director of engineering consultancy Aurecon, said while CCS was part of the country's plan to achieve net-zero emissions, other technologies would play a larger role and should therefore be prioritized in the budget.

But he said that since federal budget funding commitments are largely focused on the next few years, "it makes sense that the funding would be spent primarily on transitioning the national electricity market to renewables and charging electrification."
At the same time, US experts pointed out that given the enormous pressure of rising costs, even large subsidies are not enough to make CCS projects economic.
"Unfortunately, inflation has increased the capital and operating costs of CCS projects so much that their economic value may not be sustainable," said Craig Golinowski, managing partner at Carbon Infrastructure Partners, which invests in carbon management businesses.
The CCS economy works best on enhanced oil recovery, injecting residual carbon dioxide into oil fields to spur additional oil production, but many investors focused on carbon reduction and climate action are put off, he said.
At the local level, the gas industry remains disappointed by the failure of the budget to work with the industry on a national carbon capture and storage plan.
